Pareto optimal means a win-lose solution. That being, it is impossible to improve one parties outcome without degrading another's. It does not mean that all nations are necessarily prosperous, equal, or even that all societies have the most collectively. All it means is that all low-hanging fruit has been used up, and there isn't a strategy each person could take to do better for themselves without making someone worse off. It's usually seen as a baseline for good collective outcomes that everyone can agree on. If a society is pursuing a policy, but an alternative policy exists wherein you can make one group better without making another one worse, there's no reason not to pursue that new policy. Only when one group must make sacrifices for another is where debate is potentially worth having on it's implementation. It is similar to the concept of a Production Possibilities frontier.
It's not necessarily a strategy, but rather, a property we expect an ideal strategy to have, no matter what distribution of land and resources you consider "fair", or "correct".
