This changes the swarm status from "Not responding" to "Active" and enables the Work / Think slider, at the start of Stage 3.
It's unlocked after your probes create the first harvester or wire drones (after sending a few, and selecting at least 1 point in "Harvester Drone Production" and/or "Wire Drone Production").
